Hi how can i implement the related function and at the same time getting the recent date of that record?

Firstly, make a relationship between two tables(e.g.: one dimension table and one fact table), set one-to-many relationship between dimension table and fact table because related() function can't be used on the "many" side.
Secondly, use DAX formula below to achieve your requirement:
date = CALCULATE ( table1[date], FILTER ( table1, table1[column1] = RELATED ( table2[column2] ) ) )
