i have a matrix table.
but i want the data should shown in millions and billions and thousands
how can i achieve this?

Select the Matrix>> then do as follows

Click on the matrix visual.
Go to Format under Visualizations (the red square in the screen capture below) and then choose 'Field formatting'.
You can then select the measure you want to change the units for and then in 'Display units' just select the unit you want.

You can use Parameter/ Disconnected Tables to make this dynamic.

I cannot give format units in k€ in matrix visualizations.
PS: I'm using the latest version of PBI Desktop.

Thank you both of you. but user wants the toggle button
when user clicks on thousands data should in thousands ,same way for millions and billions ?
toggle selection is possible? if yes how can i do that?
