Publish changes without overwriting dataset

If I want to make a minor change, like add a line to text box, I have to refresh the dataset to publish that change, which turns a 2 min change into a 15 min change. It would be great if there was some way to update or make changes to the report which don't affect the dataset and publish those changes without having to wait for a data refresh. It's very inconvenient if you (or your boss) think of a change you'd like to make just before a meeting (which is pretty common in my experience).

That's what I meant to do, that's where I was posting it and then it randomly signed me out and erased my work (again), so apparently I didn't get back to the right board the second time. Thanks.
