@nirrobi I don't know if I completely understand your question, but it sounds like you want to allow more than one user to be able to update ability on the same PBIX file and upload it. It sounds like you would want to create a Power BI Group and either use the shared OneDrive of the group, or some shared file location that both users have access to. Then both could access the PBIX file, and publish/alter the dashboard in the PBI Group in the Service prior to sharing.
Share OneDrive for Group requires an Office365 license (I believe)
