Hi

Is it possible to download the Project online content pack to Power BI Desktop?

Ideally I would like to use the existing reports, rather than re-create and link to other databases in our eco-system.

I'm afraid power bi content pack can't be downloaded to power bi desktop. But as a workaround, you can use this content pack in power bi service and connect to the power bi dataset in power bi desktop.
