Previous value from one same column

 Hi !

I have an issue with using privious value from one column. I need to create column tahat in 1 month and first year of my data will contain value 1000000 and repeat this value until 12. month . In 12 month will use value from column "Clumn" and again repeat this value until next 12 month.

Is the third column 1000000 your expected output?
