Present Actual and Budget in column chart

I want to present last three years of actual (ACT) together with current years budget (BU) in a column chart

The picture below shows what I want to acheive

I have the actual and budget numbers in different fact tables (using a tabular model) with a common date dimension

My question id if there is a way to acheive this without having to remodel the underlying model (e.g putting actual and budget in the same fact table separated by a type).

Is it possible to use mutiple measures (ACT and BU) in the same visual?

what can I do to add the BU series together with the years for ACT?

is this possible to acheive with DAX and or Power BI? Is there a custom visual to use?

I am not sure how your data model looks like, but in my opinion, it is doable.
