PowerBi Pro vs PowerBi embbeded

Greetings, i would like to know if it is possible to do this kind of interaction (Interaction) with a powerbi lincense pro?If not possibe could you explain to me why ? 

 

The thing i want to do is like passing parameters, lets say from a web app to inside a powerbi application and get a dinamic interaction, using the powerbi rest api but i dont know if i need to get powerbi embbeded lincence.

Yes. I was thinking using rest api from powerbi, to make interactions (pass parameters) from web app to the powerbi dashboards created, and i dont know if it is possible to do this with a powerbi Pro lincense or i need powerbi embbeded lincense ?

Generally, there are two types of Embedded. If users log in with their own Pro account, the capacity isn't compulsory. If it's this scenario that users have no PBI account, a capacity is compulsory when moving to Production.
