Your ODBC may not be configured correctly and is not a Power BI issue.

Steps to test your ODBC

1. Test Connection on the ODBC setup asd see if it connects.
2. Check if you have the correct 64 bit ODBC
3. Try connecting any other tool with this same ODBC.
