In attached pic. The KPI visual is using the most recent week 17 values (69.91% & 69.25%)
I need it to use the total values (72.37% & 69.27%).

One sample for your reference. Here we can create a measure as below to work on it.
Measure 2 = DIVIDE ( CALCULATE ( SUM ( Table1[Check in ] ), FILTER ( ALL ( Table1 ), 'Table1'[Week] <= MAX ( Table1[Week] ) ) ), CALCULATE ( SUM ( Table1[Column] ), FILTER ( ALL ( Table1 ), 'Table1'[Week] <= MAX ( Table1[Week] ) ) ) )
