I am using Power BI Version: 2.44.4675.422 64-bit (March, 2017) and starting with basic tasks to familiarize the tool.
as a first step, I've created an excel file with 3 data rows. something like this
file is imported fine to the power BI, as you can see here
but when I tried to create a graph/char, got an error message as follows
interestingly, when I published online, it works and data is published
for your reference I am using windows 7 professional edition (64 bit)
Please advise

Since I could not reproduce your problem, please reboot your machine for a try. Does this error prompt when inserting a table visual? What happened if using other visuals?
I noticed that your Power BI desktop version is 2.44.4675.422 64-bit (March, 2017) which is not the latest release. If possible, I would suggest you update your desktop to the neweast release: https://powerbi.microsoft.com/en-us/desktop/?WT.mc_id=Blog_Desktop_Update which might fix some old issues existed in old version.
Besides, please follow this article to check current operating system and hardware performance. Minimum requirements
