Power BI (free) users unable to view published dashboard

We have a Power BI app published in premium workspace (by user with Power BI Pro license). The app is shared with internal users, however, when some users try to access the app they are prompted that they need Pro account to access. Other users in our organization who have the Power BI free license are able to view this same app. All users in our organization have a Power BI (free) license, some can view this dashboard and some are asked to upgrade to Pro. There doesn't seem to be any pattern for those who can/cannot access. Do you have any suggestions?

Hi @cboneanteausa ,

As you have assigned Premium capacity for the app workspace, you need to add this free user to be a member of this app workspace. In your scenario, please check if the free user is a member of that app workspace. If not, please add the free user to be a member of app workspace then test again.
