I have assessment to explore Power BI Desktop and Server connection without Oracle Client.
based on this threads, it seems all the discussion only show to connect within oracle client.

Oracle also has an Ora OLE DB driver, which will allow you to connect via the Ole DB Standard.

To connect to an Oracle database with Power BI Desktop, the correct Oracle client software must be installed on the computer running Power BI Desktop.
In other words, It's impossibel to realize your idea in current version(2.76.5678.782 64-bit (December 2019)).
Maybe you can refer to @amitchandak 's answer.

Another way is ODBC, but that will not allow direct query. Also, you need to get ODBC oracle driver.
