We are a small consulting firm that manages a number of O365 tenants who have a need for Power BI services. I am doing work for each client, building their dashboards.
1. Do I need a Power Bi Pro license in each tenant to do this?
2. Right now I have guest AD account in each tenant (using my company user@domain name in each tenant - when I try to log in to Power BI, I only see my company's workspaces and services.
3. What is the best way for me to create dashboards for each client and publish to their workspace?

Power BI Desktop is free to use to create reports/dashboards. However, if you need to publish the report to your clients' workspace(and it should be group/app workspace), then you'll need a Power BI Pro license in each tenant of clients. An alternative solution could be just sharing the pbix files to your clients and let them publish the reports with their Power BI accounts.
