For approx. 50 REST targets generated by previous functions, I have a Power BI function that evaluates:
= Json.Document( Web.Contents ( [href] ), 65001)
Power BI is making 3 requests per row, executing the REST query 150 times. Server profiling shows that requests are coming about 2 to 5 ms apart from one another. Phase next of the project will evaluate about 10K rows, and at 3x query duplication, this makes Power BI non-viable.
I assume this is either a bug or an evaluation side-effect. How can I get around Power BI hammering the server with back-to-back identical queries?

Based on my test, the Web.Contents method will not make multiple requests, in your scenario, I would suggest you opening a ticket at https://powerbi.microsoft.com/en-us/support/.

In my scenario, the issue shows itself across several but not all PBI projects. If others have had the same issue, a workaround would be helpful. In the mean time, I will file a ticket and hope for the best.
