I'm having issues with publishing report to the Power BI service and the my last refresh date changes to UTC/CET time as the service server resides in Netherlands. I have a WTD metric in which the WTD target increases over the week on each day and increases after 5pm scheduled refresh.
WTD=IF(CALCULATE(VALUES(DimCalendar[WeekOfYearNumber]),DimCalendar[DDate]=TODAY(),ALL(DimCalendar[DDate]))=DimCalendar[WeekOfYearNumber]&&DimCalendar[DDate] <=TODAY(),1,0)
