We are developing a number of Power BI reports using Snowflake as the data source. This is a migration project and we are migrating from OLAP cubes with excel reporting to Snowflake with Power BI reporting. IIn Snowflake we are storing the data in Star Schema with Facts and dimesions. Business users are required to create adhoc reports connecting to this Star schema. However the business users are more used to working with the measures for reporting as they were having in the cubes. Would it be a good approach to create Power BI datasets with the required business measures and publish that data set so that business users can connect to this data set to create their adhoc reports. Would there be any limitations in this approach(like in publishing the report to the service etc..)

In your scenario, did you wonder whethet the cube measure could used in PowerBI, right? If so, as I know the measure in SSAS cube could used on PowerBI. If you want to use OLAP cube(which have measure in it), you could try to connect to your source(SSAS) and use measure field in report directly.
