Popup windows shows only outline/border

We have had a Power BI Desktop installation running on a Windows 2016 Standard server for several years.

This week, we upgraded Power BI Desktop to the latest march 2023 release.

Since then, we have had an issue with popup windows only showing the outline/border. This makes the program practically unusable.

I have seen it happen with error popup windows when refreshing data, the About popup, the Options popup.

In general, I think it is a potential issue for all popups.

With the Options window, I am able to get it to show correctly by opening it many times. At some point it seems to load correctly. But next time I open it, the problem resurfaces.

In this screenshot you can see the outline of several warning and error windows on top of the Refresh popup that has only loaded the outline/border:

We are at a loss, as to what is causing this? Is it missing Windows Updates, too few resources available on the server or some incompatibility in the setup of the server.
