Plotting the carry month over month total

I am currently working with a table that shows the details between when a work item is open and resolved. Each work item has a distict work item ID. I need to be able to sum up the work IDs by month to show what was open, closed, and the carry over total from month to month. I would like to be able to plot the carry over totals. 

 

 

Example table:

I have currently tried to use the below measure but it is only summing up the work IDS by the created date. It is not showing the carry over total.
