Hi,
I'm using Power BI Desktop offline (but do have access to internet on a seperate device). I would like make a bubble plot of canadain cities on a map. I already have a table with the city and province name along with its latitude and longitude.
I was able to sucessfully use a shape map and json file to do a heatmap of provinces, but now I'm stuck on the cities.

Firstly, I would like to deliver the use scenario of the shape map in Power BI. Shape Map cannot show precise geographical locations of data points on a map; instead, its main purpose is to show relative comparisons of regions on a map by coloring them differently. See: Shape Maps in Power BI Desktop (Preview). Both Location and Legend properties can only have one column. If you already put the province column in Location, you can try to put City column in legend to category the data.
To bubble plot Canada cities, I would suggest you use Map visual. For details, you can refer to below links:
