Percentage based on top value/field

Hello,

I thought this would be a simple measure but I can't seem to figure it out. Essentially I'm trying to get the % of "Review Complete" based on the Review Complete of the top row ("WF_REVIEW_VEHICLE").  

 

This is what I'm looking to achieve in the measure (% Per Task).....

@zeke101 - Get rid of your ALL clause in your CALCULATE in your denominator then in you FILTER statement directly after that should start as

 

..., FILTER(ALL('IPA Data New'), ...
