I am very lost. Problem is:
Measure A is the percentage of Column B from Column A. In the visual, the decimal is right, but when adjusted in the visual drop down, show value as, "percent of grand total", the percentage is wrong.
Syntax:
% = DIVIDE([column B], [column A])
Simplified example:
.78 = DIVIDE([78], [100])
Meaure is 0.78 with no calculation, but when tried show as percentage it shows as 109.42%
The other information in the visual has the location, budget (column A), planned spend, total spent (column B), and Measure A.
Additionally, column A and B are already SUM messures of the data. So long hand I guess it would be:
% = SUM('table'[Original column B])/SUM('table'[Original column A])
Not sure of the syntax on that, but I hope you get the picture.

I create a simple example to explain.
When [Measure] shows value as percent of grand total, the "total" value is "0.59", not 0.42 + 0.56 + 0.78 = 1.76. So, when [Measure] = 0.78, [%GT Measure] = 0.78 / 0.59 = 132.95%.
If you want [Measure] shows as percentage, for example, 0.78 -> 78%, try this:
