Is it possible to create a filter that allows me to exclude a group (but not display the opposite) from a report page?
For example, imagine that I have three groups USA-West, USA-East, USA-Mid. I might want a filter that allows me to exclude USA-East from the report, but I don't want the reverse to be possible (e.g., to click and view only USA-East). I want to be able to exclude them, but I don't want people to be able focus on them or display only them.

You can set that filter on the Filter Pane and hide the filter pane before publish, then users can not change that.
The other solution is, to set thet filter in Power Query if you don't want to include USA-East in your report.

Thanks! Is there any way to let the user toggle "Exclude USA-East" on/off? I am essentially wanting a filter where USA-East can be excluded but it is impossible to exclude any other category. In a standard filter, the user can select any combination regions to exclude. I want to make sure that USA-West could never be deselected, while USA-East can be toggled on and off.
I suppose I could create an alternate page where the filter is locked and hidden (essentially a duplicate page with USA-East filtered out) but I'd love to avoid that.
