Unable to connect
We encountered an error while trying to connect
Details: "Microsoft SQL: A network-related or instance -specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: TCP Provider, error: 0 - A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond)
That is the message I am getting while I try to connect Power BI to my Azure SQL Database
I am using the VPN at my work, but if I disconnect it and try connecting to the Azure again, the Office account cannot sign in order to authenticate.
What do I need to do to connect my Power BI to an Azure Database?

According to the error message and description, it sounds like power bi can't access to a remote server.
I think this should more related to networks, (your device network and database are in different networks) you need to enable VPN to keep the connection and refresh operation works.
If you need to do some operations who not require the latest data, I'd like to suggest you not use live mode to connection(directquery, live connection) to connect your datasource. (import mode will import data to power bi desktop side, you can do operation and calculation with these offline records)

do you have access to the Azure portal for your tenant? Check if you need to ad your IP adress in the list of approved IPs in the SQL Database.
