As mentioned ... CTRL C + CTRL V of a visual from one PBIX to another PBIX using the same shared dataset is doing nothing.
CTRL V in the same PBIX does work.
Any hint?
Edit: After fighting a bit more, I realize that it works about 20% of the time, which is VERY annoying.

I completely agree with you that most of the times Ctrl+C and Ctrl+V doesn't work in case of separate PBIX files.
You can try using the Copy and Paste options from Home ribbon, it works completely fine.

I found out a solution to "unlock" the CTRL+V.
1 - CTRL - C a visual (outside or inside the dashboard, doesn't matter)
2 - In case CTRL + V doesn't work, add a blank visual
3 - CTRL + V works
4 - Delete the blank visual
