Opening .pbix files downloaded from Service since November 2022 release

Since we updated Power bi destop to the November 2022 release when we download .pbix files from power bi service online. We are unable to open them with this error.

Unable to Open document .

****.pbix can't be opened. Either the file is encrypted or corupted.

We have older versions of PBi Desktop that haven' t been updated yet and the file opens fine so know it is not corrupted. I'm guessing there is a settign on Dektop or Service that encrypting them but i cannot find it. 

Anyone ran into this
