Is it at all possible to create a link to a pdf within the power bi dashboard so that when clicked it opens up the document in acrobat? Currently the link can open a folder on the report server but they still have to click on the pdf to open it.

So I did find a solution. Don't know if it exists in power bi service but I'm using power bi report server to deploy my dashboards. In report server I've found the following flag:
https://<server>/<report server folder>/<documentname>.pdf&rs:Command=GetResourceContents
This way I can use the report server folder to host the documents and If I format the URL like this then the link will open the PDF correctly from the Power BI Dashboard.

I don't' think you can achieve these operations based on 'link' feature. AFAIK, they only loading data from the link and not proceeding with any additional redirect/authorizations.
I think you can try to build shared pdf web content, and add them to your dashboard with 'web content' tile type.
