One condition in Multiple IFs has me baffled

I have a custom column driven with multipe IFs and one condition is not being met even though the data is correct. It is a Percent Type while all others are either Whole or Decimal Number types.  This has driven me semi crazy for a couple of days trying to figure out why this one IF statement is not working.  Any and all help would be much appreciated.  My model and data is available if needed.  Thanks in advance.Line 5 is not computing correctly. Is your measure formatted as a whole number?  If so 11.85% = .1185 which may be getting rounded down to 0.

I could zip up the model and data sources and hang them out on my shared drive if that would help ?

It is a percentage type at the source and in the model, too.
