Ok, so where is the drop-shadow feature hiding??

Seen in the March 2018 Power BI new features video. I do mine in an image editing tool, but can't we just have it as an option in the formatting pane to reduce the pain? (excuse the pun...)

Also please can we have an option to rotate text? (an idea I have already voted for in the ideas forum...)

The answer, for anyone who doesn't want to download the layout, is that there is no drop shadow feature right now and the example layout uses a static image background.
