Notification of targets based on selected dates

Hello dear friends,

I will need your help to solve the following problem. I have date slicer (Date field) and targets (Target table). For example in Case1 the user shoud type 01-Apr-2019 to 30-Jun-2019 to be OK, the selected period below should not be OK since it comprise 2 target periods and should notify him to select only 1 target period matching the table.

I tried using variables for Case1:

varStart = MIN ( '$Targeting'[Start Date] ) --result 01-Apr-19
varEnd = MAX ('$Targeting'[End Date]) --result 30-Sep-19
CountRows = CALCULATE(DISTINCTCOUNT('$Targeting'[Target]) --this measure count the targets in table, in Case1 is 2
Matching = IF([varStart] = MIN('$Time'[Date]) && [varEnd] = MAX('$Time'[Date]) && [CountRows] = 1 , "TRUE",
"FALSE")  --this is working only for Case1 if I select 01-Apr-19 to 30-Jun-19 (CountRows =1), but in Case2 the dates are mathing the targets, but CountRows is 3 and not equal to 1 as in Measure CountRows
