What is the data source in this dataset? If it is an on-premises data source, you need to use a gateway to perform refresh in service. From the screenshot, you don't have a gateway on your account, so you need to install an on-premises data gateway first. Add the local data sources to this gateway. Then you can map this dataset to the specific gateway to refresh.

If the data source is a cloud data source and doesn't require an on-premises data gateway, you can set up credentials first. Then Schedule refresh option will be enabled.
If you use Enter Data to create a table in a Power BI report and publish it to the service, this table is fixed and don't need to be refreshed. Setting up credentials is not necessary either.
Can you please tell which data sources are used in the dataset? Can you click Show details above Refresh history to check the detailed error message?
