Normalising baseline

Hi All

 

the following table is an example of a calculation where i am determing

  1. How many issues with created in a month
  2. how many man days are worked in the team that month
  3. provide the % of the 2 points above
    easy enough

from there i can

4. create the 3 month average which becomes the "baseline target" for the remaining months of the year
5. minus 5% from the "baseline target" to become a Recalculated target
e.g. if a team's baseline is 100, the target will be 95.  If a team is doing 95 or less, that's 100%. 

6. calculate actual / target as "% difference"


where i am getting stuck is normalising the data, so i can then actually calculate a true % difference

 

i am not sure where to get started on how to normalise as 100% or if i can using what i am doing


any help would be appreciated
