I have made a measure called Attainment, which I want to be averaged over a group of data, but it keeps summing these attainment values instead. There should be a option for the measure to change the aggregation, but it is not there at all. I cannot even plot the average attainment because of this. I checked the data type is whole number, so it should be able to handle any aggregation.

In PBI measures don't work as columns so the options are different. Measures calculate a result from an expression formula, and they are calculated at the time you call them.
Unlike columns that are "made" by a serie of values and the result of them doesn't change based on context, measure can change based on context.
A measure values is a single value based on it's context that's why you cannot make any aggregation on it.
When you calculate a measure if you want to have an aggregation of the measure itselft you need to use an aggregator formula that are the ones that end with and X, examples are SUMX, AVERAGEX, etc.
In your case you need to calculate the AVERAGEX of your measure.
