I am working with streaming data in power bi from Azure stream analytics, I want to display the average machine efficiency per machine (I have four machines) per hour and then every 8 hours. I am trying to do this by creating a New Measure but I don't know how to filter through the device Id's and the Time stamps. Is there a way to integrate this in the measure? How my data looks for one device:
device_id dateadd MachineEfficiency
M1 09/05/18 9:20 AM 90
M1 09/05/18 9:26 AM 99
M1 09/05/18 9:32 AM 89
M1 09/05/18 9:38 AM 98
I can filter my visual level filters for each machine ID I just don't know if it's possible to do this in a measure.

What do you mean filter by creating a measure? Do you want to hardcode device id in a measure?
If so, the measure could be similar to:
Average =
CALCULATE (
AVERAGE ( Table[MachineEfficiency] ),
FILTER ( Table, Table[device_id] = "M1" )
)
For more advice, you'd better illustrate your desired output (based on above sample data) with detailed information.
