I would like to create a new column in Table A which is the average response for the group they are in

This is a standard "Filtering up" pattern. First you identify the parent of your element, then you calculate the result for the parent.
Are you sure you want this as a calculated column and not as a measure? Also, your expected outcome for both group1 and group 2 is not supported by Table B contents.
