Need to help for the 3month Rolling Rate.. for defect part

I would like to have below two result with Power Bi .

(if you attached pbix file, it would be very good to me.)

Here is example with excel file.. (in case of the error, i update two link with same file)

1. I would like to have the defect rate (orange color... as below..

2. Drill down item.. for  Years, 1st half & 2nd half year, Year Quarterly and Year Monthly.   I need to use raw data that I have two table for the Defect table and Shippping table as raw data.. as below....
