Need help with this formula

In this data table we can see that CardNr 255 forgot to register Time_Out on May the 12th.

When the same card registers Time_In two days later, the value will actually be automatically registered as Time_Out for the first registration. There is an automatic chronologic order for registrations. Therefore, the Time_Out registration on the 14th will actually be registered as Time_In. So the REAL table would look like this then, with erronous registrations marked red:

Now to the question:

I am trying to figure out a formula which checks if a CardNr with missing Time_Out registers in a new/different item.

If the check is true, then the value should become 1. A card visual will use this formula to monitor any incidents. An alert will be triggered if the value rises above 0, which will be the initial state of the formula. So if the value is 0, no incidents have taken place.

^The last bit about triggering alerts I don't need help with, but the formula itself...
