Need help with Standard Deviation 10% above or below group average

Ok, I need help with Standard Deviation which I have never used and dont really understand.  The client is asking to add a 10% threshhold for any provider 10% above or below the group average.  The Clients end goals is to use Standard Deviation vs. just a %.  Here is a screeshot of the Report Im trying to use Standard Deviation on ...
