Need help with Relationship Issue

I am having 2 tables case-data and Incident. The relationship between these two table is one to many i.e 1 service request can be associated with multiple problems hence multiple support tickets.

 

Case-data table has primary key as ServiceRequestNo

Incident Table has Foreign key as Support ID No

 

The problem is initially I see all the possible Service Requests but as soon as I add Support Ticket ID field to my report values it shows me only those service requests which have a support ticket.

 

In technical terms, this is more like an inner join whereas I want left join because incident table has team name and I want to filter by how many total cases came to a particular team.

 

Can someone help me how can I fix this?

can you show how you related these two tables on the relationship view?  that is probably where your issue lies.
