I am trying to get this gauge to work right. The data is shown, basically one row with the data. I want it to show 99.9998% but it either shows 100.00% or .999998% I have expanded the decimals to 5 or 6 and still can't get it to work right.

Your Target is a text data type and this might be the problem. It's working for me when I make the Score a decimal number and the target a percentage in the query editor (using a 1 for the target in the source data).
And then in the reporting end I used the following settings:

Format them both as percentages and it should show what your after (if im understanding you correctly):
