Need help creating a conditional column to display average for a range of values

I need the column to display the averages similiar to this. Averages are being displayed for values in incremements of 5's. Any ideas on how to do this.

@sammy3 , Create a new column in table like

 

new column = Quotient([Value]-1,5)

 

then you can have a new column

Avg = avergageX(filter(Table, [New column] =earlier([New Column])),[Year])

 

or a new measure

Avg = avergageX(filter(allselected(Table), [New column] =max([New Column])),[Year])

This was very useful, thank you very much. One more question, how would i be able to calculate the standard deviation for the years that have the same averages?
