Try below DAX:

Column = CALCULATE(MAX(Table[PID]),ALLEXCEPT(Table,Table[DCS_Name]))

@Anonymous , you can use the count of column or countrows. You have a slicer that can filter the data. as long as it from the same table and related table no action required

You can have the filter in measure

like

Count = calculate(countrows(Table))

Above will respond to the slicer

Cancer Count  =calculate(countrows(Table), table[disease] = "Cancer")
