Need a Power BI equivalent for the below formula and how do I proceed building this in Power BI.

DAX do not support COUNTIF function. Instead, you could use:
CALCULATE (COUNTA(column A), FILTER('Table1'[column A]= xxx), [column B]="4 - Very Important"
You use FILTER instead of IF criteria in Excel: https://docs.microsoft.com/en-us/dax/filter-function-dax
If you want the exact equivalent formula, please provide the data sheet if possible and information about your expected result.
