In Power BI, there is no merge cell feature. But you can create a new column:
C1New = IF(Table1[C2]=CALCULATE(MIN('Table1'[C2]),ALLEXCEPT(Table1,'Table1'[C1])),Table1[C1],BLANK())
Then place this new column and C2 to a table visual.
