Multiple Date Tables

I have data where we track expense by project. What I am trying to accomplish is having the project date in the rows and show the dates of expense in the columns. 

 

Any thoughts on how to do this? 

 

I am trying to use 2 date tables but I can't get the data to line up.

 

Any Help is appreciated.

 

Example:

Project A is completed in 2020 but had expense related to the project from 2019-2021. 

Project B is estimated to be completed in 2021 but has had expense in 2020. 

 

I would like to show something like this in Power BI:
