When the title is on for a visual ,the More Options /Focus mode icons in the top right corner of each visuals will cover the full title names . This would not allow my report users to read them unless they move the mouse pointer away from a visual. How to make this as it is in the 'title off' mode(just above the visual). Is there an option.alternative available ?

I have tested in my environment but it seems work fine. Perhaps it is a temporary issue that you can restart power bi or create a new report to test again.
If you just want to make the buttons above visual, you can try it like @ Greg_Deckler mentioned.

@Anonymous - Well, one option is to use the old style headers. File | Options and settings | Options | CURRENT FILE | Report Settings
Uncheck Use the modern visual header with updated styling options
