I have a model that is 9.5 MB, when opened it consumes ~2.3MB of RAM, but when I start building measures the ram consumption skyrockets....after building as few as 6 measures the RAM consumption jumps to 20 MB and stays up there for a long time. If I do nothing else in the file, it will drop down to about 12 MB after 40 min or so. The file does have 2k measures, so not sure if that could be the issue. Has anyone encountered this before?

I would not be worried. The system validates all the measure when you edit one measure - this is the reason why it is slow and why we are waiting for Tabular Editor to have a good environment to edit large Power BI models.
Moreover, memory counters are affected by a number of details and I would not look at them too closely for these small variations.
