Measure total is showing the wrong value

Hey all,

 

I am having an issue where my measure is showing what seems to be a total for every row rather than what's being filtered, I have attached my formula I am using in hopes to get some advice on what may be wrong?

 

So I have about 30 rows but out of that only two or so rows will show the radar cost, but it seems the total is assuming the cost for all rows even though it's not displayed??

 

Now keep in mind the Azure Spend and Total Sum are two different tables.

 

 

Radar Cost = Azure[Azure Spend] * SUM('Total Sum'[Percentage])
