I would like to create a measure that would allow me to bring the value of "Total Diesel in Tanks" for the first day and last day of the month (Sept 1st and Sep 30th).

If you have a Date Table dimension, you can try:
value on 1st of month = CALCULATE(SUM(table[Total Diesel in Tanks]), STARTOFMONTH(Date Table[Date]))
value on last day of month =
CLOSINGBALANCEMONTH(SUM(table[Total Diesel in Tanks]), Dates Table[Date])
