See below image: The table is showing correct "DT National"
However, if I select a zone, for example Adelaide, the "DT National" is now filtered to Adelaide too.
This is the current formula of "DT National"

This has nothing to do with measure, even if you don't put any value the visual will be filtered (see below).
So in this scenario, you can change the interaction control, link: Change how visuals interact in a report - Power BI | Microsoft Docs

Or you can create a table below and use it in slicer, but it needs you to change your measures accordingly.

DT National = CALCULATE([DT],ALL('Delivery Jobs Table'))
DT National = CALCULATE([DT],removefilters('Delivery Jobs Table'[Zone Name]))
The first suggestion seems to break the date in the table:

Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.

You will see that the DT National in this file is 46.48
But if I select 'Adelaide' in the Zone slicer, it will change the DT National to the same as Adelaide DT.
